1. possible solution for lvl 4 mission "problem" - in Player Features and Ideas Discussion [original thread]
The only problem with missions is they aren't fun enough. Moving them to lowsec won't accomplish anything, even if you increase the rewards per missions. Why? Not only do you risk ship loss, but your chance of actually completing missions goes way...
